The American Recovery and Reinvestment Act of 2009:
Implications for Commercial Real Estate and Facilities Management

The American Recovery and Reinvestment Act (ARRA) of 2009
has a total value of $787 Billion making it the single
largest spending and tax bill in US history. The ARRA will
have considerable impact on businesses involved in property
and facility management. This article brings to light
many of the implications and opportunities associated with
the ARRA for Corporate Real Estate and Facility Management
(CRE & FM) organizations.

Strategic decisions that are affected by the legislation as
well as the potential new growth areas that it has created
are examined in detail. In particular, the possibilities
offered by green technologies, real estate leasing
strategies and asset renewal strategies are discussed, in
addition to the questions that surround the Act’s “Buy
American” provisions.
